Snow and Fire Foxcieans are the more powerful elements. This leaves both Water and Wind as considered the 'lesser' of the elements.
All elements have their weaknesses. Fire cannot abide the cold, Snow cannot abide heat. Water cannot manipulate tainted liquid while Wind are bound by heavy materials. That's why such a simple thing like a collar is preventing Scuvener from doing any magic.
