Love locks are used as gifts to a partner. The necklace is coded to the gift givers blood and can only be taken off by them, hence the name love lock. They are pretty rare and the fact Lance has one can only mean one of two things. He's keeping it for a future bargaining chip or he has someone in mind to give it to. Something Trean would kill to know right about now.
